Pre-construction services are used in planning a construction project before the actual construction begins. These services are often referred to as pre-construction or precon.
Pre-construction in Brisbane & Gold Coast is considered part of construction project management, which is the overall planning, coordination, and control of a project from inception to completion aimed at meeting a client’s requirements in order to produce a functionally and financially viable project.

Pre-Construction Planning

Pre-construction services grew out of construction cost estimating to encompass the other activities in planning a project. The intent is to work with the project’s owner to help deliver a satisfactory project that meets the owner’s objectives. In addition to estimating, the pre-construction team participates in design decisions, evaluations, studies, value engineering, value analysis, scheduling, construct-ability reviews, and more.
Design costs, permitting, land acquisition, and life-cycle costs may also be evaluated. In delivering pre-construction services, general contractors or construction managers may also be negotiating for project construction services. Often this may be accomplished by agreeing on a guaranteed maximum price (GMP) for the project. The firm then delivers the project. Typically the owner and the firm share any cost savings realized during construction.
Building & Construction Planning
For a typical new home, there are three unique stages during the pre-construction phase where you will need to sign off plans. For a custom home build, there are more design and documentation stages.
- Preliminary (PRE)
- Contract (CON)
- Construction issue (CI)
Preliminary Plans
If you’ve selected a standard plan, the Preliminary plan stage will be your first look at your home with your façade selection and modifications.
At this point in time the drafting team will evaluate the most suitable orientation, the extent of the site cut and fill and retaining walls. They also incorporate the façade and plan layout modifications and prepare all documentation for the next stage in the pre-construction phase of the new home building journey, which is colour selection with the interior designers.
For the colour selection appointment the internal elevation drawings of the kitchen, laundry, bathrooms and walk in robes, are added to the earlier CAD package. These drawings will detail cabinetry and tiling extent and arrangements to be reviewed and potentially modified with the designer. The floor finishes plans and the electrical layouts are also included in this phase.

Contract Plans
At this stage of the pre-construction process, the drafting team commence work on the technical documentation to prepare for the construction phase. There should no longer be any structural changes and the following external consultants can be engaged for input:
- Structural engineer, to supply the slab and footing design
- Floor framing designer
- Air conditioning contractor, who will provide the AC layout
This penultimate set of plans will be signed off by the client and submitted to the Building Certifiers for Building Approval (BA).
The additional plans in the drawing set are now more technical in nature and include, slab set-out, bracing and tie-down, and floor framing plans. Landscaping plans will also be included in the contract set of documents if chosen by the client.
Construction Issue Plans
This phase marks the final stage of the drawing process. Prior to plans being given to construction, the emphasis is on checking and detailing. Drafting is also looking at the finer details of the project to provide the large scale drawings – things like the kitchen bench top joining the splash back window or how the window sills are to be build.
All documentation from the various in-house departments as well as external consultants is collated and cross referenced to ensure consistency throughout the documentation package.
